Summary, etc. Desde la aprobación de la Constitución de 1991, la discusión económica en Colombia ha girado primordialmente alrededor de los temas fiscales y sociales, mientras que el tema de la infraestructura ha pasado a un segundo plano. Pero esta situación parece estar cambiando. Primero, varios estudios académicos han puesto de presente la importancia de la infraestructura sobre la productividad factorial en particular y el crecimiento económico en general. Segundo, la discusión del Tratado de Libre Comercio con los Estados Unidos ha hecho aun más evidentes los problemas cuantitativos y cualitativos del sector. Y tercero, a nivel latinoamericano se ha forjado un consenso sobre la inconveniencia de un ajuste fiscal recargado excesivamente sobre el sector de<br/>infraestructura.
