| Summary, etc. | El libro Reforma del Estado y empleo público es resultado de una investigación sobre la “autorreforma” del Estado, esto es, el redimensionamiento del personal burocrático como parte de la modernización política en México.<br/>Este trabajo, distinguido con el Premio INAP 1992, ofrece un análisis a nivel federal y estatal del empleo público central y su relación con el sistema de representación sindical de los trabajadores al servicio del Estado, así como las especificidades del fenómeno para el caso de Baja California. Para ello el autor, Víctor Alejandro Espinoza Valle, investigador de El Colegio de la Frontera Norte (EL COLEF), logra reunir una vasta información cuantitativa y cualitativa, tanto de fuentes primarias como secundarias, cuya exposición y tratamiento resultan claros y exhaustivos.<br/>Por lo anterior, el jurado del Premio INAP tuvo el acierto de galardonar esta valiosa investigación, que ahora se da a conocer como un útil instrumento de estudio para los analistas de la administración pública en sus procesos actuales, con la seguridad de impulsar así el desarrollo de serias y sólidas investigaciones en la materia. |
