| Summary, etc. | Publicado originalmente en inglés con el título de Energy Politics in Colombia (Westview Press, 1989), este libro intenta responder una pregunta que ha sido formulada muchas veces: la de porque un papis situada en una esquina estratégica del mundo, rico en toda clase de recursos naturales y con una población capaz , inteligente y creativa, no ha logrado salir del pantano del subdesarrollo. Para contribuir a encontrarle una respuesta adecuada a esta pregunta, el autor analiza la política energética de país en lo que va corrido del presente siglo y examina en detalle los problemas económicos, sociales, legales y administrativos que ha tenido que afrontar Colombia en el campo de la producción de petróleo, de electricidad y de carbón. De su estudio se desprenden valiosas conclusiones, muchas de las cuales van a resultar polémicas, pero una de las más importantes y mejor documentadas es sin duda alguna la de que la clase dirigente colombiana, aplicando una política errática, inepta, inmediatista y depredadora, ha desempeñado un papel definitivo en el mantenimiento del atraso y del subdesarrollo del país. |
